So the 7th March was the start date for the new parking scheme,so where are they nearly a week gone by and not one sight of them,is this another smoke screen the council are putting up to keep the residents in check?.
Also why have permits been handed out to ex residents?

Notice to commence with Parking Controls on 7 March 2011

I am writing to inform you that with effect from the above date, UKPC will commence with their Warden Patrol Service on your site.

Following an appraisal of potential solutions to the ongoing parking problems at Civic Close, we are able to support the residents association’s preferred option, which is to introduce the Warden Patrol Service proposed by UKPC.  They have been appointed to operate a parking permit scheme, on a trial basis for 1 year, starting in February 2011, with the option to extend subject to satisfactory performance.

How Parking Control works:

UKPC will firstly install signs in appropriate locations around the car parking areas. These signs clearly define the parking regulations on the site and what happens if a vehicle contravenes those regulations.

Parking permits will be issued to you to clearly display on your vehicle/s.

UKPC warden patrol units will randomly patrol the car parking areas from Monday to Sunday ensuring that all vehicles parked on site are authorised to do so.  They will focus particularly on those occasions when there is a high demand for parking in the area which may cause a problem for residents in Civic Close.

Should a vehicle be contravening the site parking regulations then the warden will issue a parking charge notification (PCN) and take digital photographs, imprinted with the date and time, of those vehicles parked in a manner deemed to be parked in breech.

All parking charges will be kept in line with the local authorities charges and similarly a 50% discount is offered if payment is received within 14 days.

UKPC also liaise directly with vehicle owners should they wish to appeal the parking notification decision.

To confirm that UKPC will be enforcing the car parking regulations on this site from 7 March 2011 so please ensure you display your permit at all times.

Parking permits will be issued to tenants and leaseholders owning their own car on production of the vehicle registration document.

A visitor’s permit will also be issued on request.  Due to the limited number of parking spaces only 1 visitor’s permit can be issued per household.

I would emphasise that the aim of this scheme is to be cost neutral to the council.
You are advised to take care not to lose either your own your permit or the one for your visitor.  Should you require a replacement permit, we will try to assist as quickly as we can.  However there may be a waiting time, as priority must firstly be given to dealing with tenants’ housing enquiries, over parking permits.

Please also note that due to the limited number of parking spaces you may not be guaranteed a parking space each time you need one.

We will be working with the Civic Close Residents Association over the coming year to monitor the performance of the scheme.

The Big Lottery Fund & GrowSpace

The Big Lottery Fund and Civic Centre Residents’ GrowSpace

The Big Lottery Fund officially announced on 25th January that Civic Centre Residents have been given funds to develop a fruit and vegetable growing area.

It all began last spring when 18 residents replied to a questionnaire saying that they would like to be involved in gardening on the estate. Three follow up meetings were held and with the help of Debbie Jones (GEML Coordinator) the meetings decided where the best area would be for gardening and the design of the garden. That was completed by July 2010 and it was then up to the committee to find funds to develop the garden.  Costings for the various needs for a garden were collected together and then an application form applying for money from the Big Lottery Fund was completed in October2010. In November the Lottery Fund requested more information about financial matters from the Committee. That was an indication that we were well on the way to gaining some funding. In fact we have been given all the funding we requested £8873. We have not been allowed to give any information about the progress of Big Lottery Funding for Civic Centre until after an official announcement had been made in the press and media

In the meanwhile we have been offered help in the development of the garden from Carillion, the builders of the Library, of top soil as well as labour for putting up the one metre high wicket fence with a pedestrian gate and a gate for larger items such as mowers. We are also having help in building the raised beds, moving soil and generally getting the area ready for a spring official opening of the garden and an early sowing of fruit and vegetables.   Simon Dingle of Carillion has been very supportive in this venture as has been Debbie Jones and members of the Housing Department

To date we have ordered the materials of the fencing and raised beds and they should be delivered by the end of February. There has been a meeting with Debbie Jones and Mike Winhall of Carillion to decide the way forward. We have to organise a training session for the gardeners, arrange for Public Liability Cover and the purchase of equipment and small tools.

We have to have an opening ceremony because there is a need to acknowledge the generosity of the Big Lottery Fund as well as to promote The Civic Centre Estate.
